Hello Hillgentleman, well, main person about doing/initiating this all is user Jeanpol, a professor from that university. He uses the technique to involve students more (see his course learning by teaching above). German Wikiversity-Projektinkubator (english: project incubator)

I do find this idea of the Interdisziplinäres Zentrum Kooperationsforschung (english: interdisciplinary centre for reserach for cooperation) very good:

it is the projekt incubator: projects are like babies at the beginning, they need special attention to develop. People can bring their babies/projects to this place, so everybody gives their ideas, feeds it with their input, to create a good project.
